Emergent Bilingual Services

It is the policy of the state that every student in the state who has a home language other than English and who is identified as an English language learner shall be provided a full opportunity to engage in either bilingual education or English as a Second Language (ESL) programs.

The primary objective of bilingual education programs is to facilitate English language learners in attaining proficiency in listening, speaking, reading, and writing in the English language. This proficiency is achieved through the development of literacy and academic skills in both the student's primary language and English, with a particular emphasis on fostering biliteracy. The goal is to ensure that students become competent in utilizing and understanding written and spoken language in both their primary language and English.

Additionally, these programs focusing on mastering English language skills, as well as proficiency in mathematics, science, and social studies. These subjects are integral components of the academic goals for all students, ensuring that English language learners can actively and equitably participate in school.
